All means are legitimate in combatting terrorism Pro v. Con

That's not a legitimately two-sided argument. Nobody thinks that, for example, destroying the entire universe with some sort of ultimate death weapon is a legitimate means of combatting terrorism. Here's a better topic: "Torturing a captured terrorrist for information that United States intelligence agencies believe is definately witholding vital information would be a legitimate means of combatting terrorism" or maybe "Terrorists should be protected under the Geneva Conventions even though they don't wear uniforms".
